The layoffs were would be for City employees not just ordinary people. Now if they were to raise buisness and or sales taxes it could effect BNSF shippers in San Diego or in the county if they say "We can't afford to do buisness here so we will move to Texas because its cheaper to do buisness there."
The yellowbonnet is the correct name not the Blue bonnet. Santa Fe did have a few bluebonnet F units. From Jonathan |

That sounds cool to have the GP60 in the consist of the Daygo. Man I miss those GP30's and GP35's.

Honestly, I don't think San Diego knows what they're missing out on when they slam through that QZ. Though I have rarely seen GP60s in action the ones I have seen had darn good K3LAs and S3Ls. Now if it was Oceanside imposing a QZ on Metrolink I'd have some sympathy for the city. You have to actually look for a good-sounding Metrolink P2 these days. Note here: SCAX 861, 862, 877, 884, 885, 886, 887 and 889 at least have some quality to their horns. I see, though, this has nothing to do with the quality of the horn but as whether it is used as a warning device. Recall Baldwin Park forced Metrolink into using P2s in the first place. After all, safety is the first rule in the GCOR manual: 1.1 Safety Safety is the most important element in performing duties. If people hate hearing trains horns so much why did they choose to live near the tracks in the first place? They all need to find something better to do than to complain to the city about it and move somwhere else if they don't like it!

My aunt used to tease me about silencing train horns when she lived with my Grandma in San Gabriel. She would say "I am going to complain to the city." and I used to get mad and tell her "No you can't do that."
