It's a whistle sign. It's supposed to remind the engineer to blow the whistle/horn at the specific area.

Usually the number under the W indicated the number of crossings.

UP uses X signs for crossings, and the W is for where they want the engineer to sound the whistle, such as a bridge with close clearance or tunnels. It is to warn roadway works that a train is coming and to get to the clear, to give them a bit of extra warning. The BNSF just uses the W sign for everything. And the number below means that there is that many crossings or the such less than 1/4 of a mile apart since the sign is to be 1/4 mile in approach of the crossing. |
