It's clearly something at a dam (I'm guessing Hoover), but what it is, you got me.

Well crap... That didn't take all that long. It is Hoover Dam. The what is still open though. What gave it away as being at a dam? Bonus if you can guess where I took the picture from.

Negative, it was from the new Tillman Memorial Bridge crossing the canyon just down stream from the dam. Any other guesses about what it is?
