What is it?

What is it?
This was found between the walls inside of the old SP Freight Depot in San Luis Obispo. Anyone know if it was a lock, or possibly a seal?
If you look at the first photo, you will notice it is in a closed, or locked position. The retangular looking windo has a button that you depress and slide the thing open. The window had a piece of glass to go with it and looks like if it was in the window and a pewrson were to break the glass, depress the button, it could be opened. That is why I think it may have been a seal for a box car door or maybe a baggage car. The 4 photos show two photos from the front(one showing it closed and one showing it open), and two from the side(again,one showing it open and one showing it closed). It is made of solid brass, and probably weighs about 1/2 LB.

Hey 'V'.. it looks like a security seal but I'm thinking its part of a fire alarm or fire spinkler system. San Luis Obispo was one of the first cities in the nation to mandate fire sprinklers after the big fire. S-H

That is a good theory.

V, I think it was intended to keep employees from fooling around with something rather than the public.

'V', It appears to be an early type of whats called a "break-away shackle lock" a device used to secure fire hoses, extinguisher cabinets or fire sprinkler shut off valves but I have not seen anything that looks like this one. They are still used today but look more like an ordinary padlock and are designed to be cracked off with a hammer or fireman's axe. S-H
