It is all a big dog and pony show to keep the funding coming from Congress.
A lot of people make their living off all this stuff and it would be unthinkable if they were to loose their jobs due to budget cuts.

Nothing new.. they have done this for years, and usually they provide info on the day they are going to do it, so all the bad guys can stay away.
