Here is where your answer lies.

It states that it is cheaper to move anything is by water and with the completion of the expansion of the Panama Canal. The West Coast Ports could lose up to 25% of the present Cargo base to the Gulf and Eastern Ports in the decade to come.

Keyword: "could" .. But most ports will still not be able to handle the larger vessels and fuel prices to move ships are a larger factor to consider along with transit times.

As long as they can move boxes quicker and cheaper from west coast ports the companies are going to use them. Unless the Chicoms allow their competitors ships to use the canals at the subsidized prices they will charge COSCO then it will be cheaper to use the west cost ports. How long do you think it will take them to pay off the costs of the canal improvements if the shipping companies only gain a day or two (and they won't) and have to charge more, and add about 3 weeks weeks to the ship trip times?
